Santos playmaker has agreed a four-year deal with the Spanish giants, but he is expected to arrive at Camp Nou at the end of the Brazilian season in December 2017.
The talented midfielder has 14 caps for the Brazil national team as he is in contention for their World Cup squad in Russia next summer.
This is Barca’s first major signing under new Barca boss Ernesto Valverde following the departure of former boss Luis Enrique.
Sources revealed that Neymar’s father is Lima’s agent as he persuaded Valverde to make the player a top target at the Catalan club.
Barcelona have also been heavily linked with a move for Arsenal star Hector Bellerin.
